　　为进一步增强基层市场监管力量，因工作需要，福州市马尾区市场监督管理局拟向社会公开招聘2名编外人员，根据局党组会研究决定，现制定招聘方案如下：

　　一、招聘基本条件

　　(一)具有中华人民共和国国籍;遵守中华人民共和国宪法、法律、法规;具有良好的品行。

　　(二)年满18周岁以上、35周岁以下(1986年11月1日至2003年11月1日期间出生)。

　　(三)具有正常履行职责的身体条件，能适应乡镇基层工作、服从单位对工作岗位的安排。

　　(四)因犯罪受过刑事处罚的人员和被开除公职的人员、现役军人、在读的非应届毕业生、在各级机关事业单位招考中被认定有舞弊等严重违反录用纪律行为的人员、以及法律法规规定不得报考的其他人员，不得报名。

　　(五)岗位所需的其他资格条件：

　　1.招聘岗位、人数及具体要求详见:《福州市马尾区市场监督管理局2021年11月招聘编外人员岗位信息表》;

　　2.以上岗位要求的毕业证、学位证、其他专业证书、资格证书等，必须在报名第一天前取得;工作经历、年龄、现役等相关资格条件的计算均以报名第一天为截止日期。

　　二、报名方式、时间、地点和要求

　　(一)报名方式：采取本人到现场报名方式进行。

　　(二)报名时间：2021年11月1日—5日上午8:30-12:00，下午2:30-5:30(仅工作日)。

　　(三)报名地点：福州市马尾区市场监督管理局人事教育科(马尾区罗星西路21号810室;咨询电话：0591-63111011)。

　　报名时间截止2021年11月5日下午5点30分，超过报名时间不再接受报名。

　　(四)报名材料：

　　1.《马尾区招聘编外工作人员报名表》一式两份(在招聘网站下载或到报名现场领取);

　　2.本人身份证原件和复印件一份;

　　3.毕业证书、学位证书原件和复印件(各一份);

　　4. 本人中国高等教育学生信息(http://www.chsi.com.cn)《学籍在线验证报告》原件一份;

　　5.近期同底1寸免冠彩色相片3张;

　　报名者只能选择一个岗位进行报名。报名者提交的报考信息应当真实、准确，报名者对所填内容及提供的各种材料的真实性及准确性承担全部责任。提供虚假报考信息的，一经查实，即取消报名资格。

　　三、资格审查

　　福州市马尾区市场监督管理局根据岗位要求的资格条件对报名者条件进行资格审查，对确定符合条件的人员通知面试，审查不合格将被取消应聘资格。

　　四、招聘程序

　　(一)考试

　　采取面试方式进行公开招聘。面试工作由招聘工作领导小组负责。面试时间和地点另行通知。不按规定时间参加面试的，视为自愿放弃应聘资格。

　　面试成绩于面试结束后5个工作日内在马尾区人民政府网站和马尾区市场监督管理局微信号上公布。

　　(二)体检

　　面试结束后，将按照成绩从高分到低分的顺序，以1：1比例确定进入体检和考核的人选。进入体检、考核的人员因体检、考核不合格而造成该岗位空缺的，从报考该岗位的人员中按照笔试总成绩由高到低确定递补人选。体检在县级及以上综合医院进行。对在体检过程中弄虚作假或者隐瞒真实情况，致使体检结果失真的体检者，不予聘用。对按规定需要复检的，结果以复检结论为准。体检费用由应聘人员自理。体检时间和地点另行通知。对不按规定时间、地点参加体检的，视为自愿放弃应聘资格。

　　(三)考核

　　区市场监督管理局将组织对拟聘人员进行考核。

　　(四)公示及聘用

　　考试、体检和资格审查合格者，确定为拟聘人选，并在区人民政府网站和区市场监督管理局微信公众号上公示5个工作日。公示内容包括拟聘用人员姓名、性别、毕业院校，同时公布监督电话，接受社会监督，公示无异议的按规定办理聘用手续。试用期为2个月，试用期包括在劳动合同期限内。试用期满考核合格者，予以正式聘用，考核不合格者，取消聘用资格。

　　拟聘用人员如与原单位签有劳动合同或聘用合同的，需与原单位解除劳动合同或聘用合同。未解除劳动合同或聘用合同的，造成与原单位存在纠纷或其他问题，由拟聘用人员自行负责。

　　五、纪律与监督

　　招聘工作坚持“公开、公平、竞争、择优”的原则，接受媒体和群众的监督。对弄虚作假、违反招聘纪律的单位和个人，一经发现，按有关规定严肃处理。

　　1.聘用人员纳入劳务派遣管理，统一与福州开发区劳务派遣有限公司签订劳动合同，合同期限两年(含试用期)，工资福利待遇参照我区编外人员工资指导价标准执行，享受“五险一金”待遇。具体详见招聘编外工作人员岗位信息表。
